We have a problem with hot water getting into the cold line only when the circ pump is on... we get hot water for a minute or two out of the cold faucet and hose bib closest to the water heater. Our plumber tried to solve this problem by adding a check valve to the circulation pump, adding an expansion tank to the cold side of the water heater, along with a check valve on the cold side above ... · If you send the return water through the tank and not the cold side or have too much bypass through the tank and you may see the mixed outlet temperature "Creep" above the desired setting.
